I can see Dragons are quite popular, and I want to create some myself. So is there one big book of Dragons(seeing as how this is WotC's "year of the dragons" there probably is)? If so, whats the quick run down on it(things like, is there a base Dragon which you specialize according to its geneology, tips on good combinations of abilities, etc)?

All I can suggest is a mix of the draconomicon and the different monster manuals/feind folio. I myself like to put the half-dragon template on ther dragons to make new specise. I like my "Tarnished Dragon" a silver with the Half-Green Dragon template. You can make some nice combos for it. I'm actually having my PCs run into a Half-Red Mercury Dragon soon. It will be fun. Also, try out the psuedonatural template from Manual of the Planes, CAr and LoM. That's all I can really suggest.

There is only one big book about dragons and that is the Draconomicon. There is also the Races of Dragons, but that focuses on dragon descendent and other races related to dragons.

On the splash screen you can see some other books about dragons, but we have no information on them yet.
So, if you want infos on dragons get the Draconomicon, but for creating a dragon the MM or even the SRD is enough. And no, there is no base dragon, only some rules about the dragon type (D12 HD, good BAB, good saves 6+int skill points per HD). That too can be found in the MM/SRD.

This isn't about creating dragons per se, but if you download the brochure from the Year of Dragons (http://www.wizards.com/default.asp?x=dnd/yearofdragons) page, there's news about the upcoming Dragons of Faerūn, about some of the most (in)famous dragons as the Rage takes hold among the wyrms of the Realms; and Dragon Magic, "provides a horde of material that significantly increases the role, presence, and influence of dragons in any campaign setting" (per the solicits).

I have a rather technical way of creating dragons: I put the stats of all the dragons I have on a spreadsheet, then to determine the power level I want I average the stats of select species.

Yeah, all I have is the SRD. So I guess I'll have to interpolate the "Base Dragon" from the existing Dragons. Anybody willing to tell me what those book acronyms alchemyprime stated stand for? DnD is not my major RPG, Star Wars is.

A basic dragon doesn't exist.

The only things dragons have in common is its type and with it what benefits a dragon gets with every hit die.

Dragon Type

A dragon is a reptilelike creature, usually winged, with magical or unusual abilities.
Features

A dragon has the following features.

* 12-sided Hit Dice.
* Base attack bonus equal to total Hit Dice (as fighter).
* Good Fortitude, Reflex, and Will saves.
* Skill points equal to (6 + Int modifier, minimum 1) per Hit Die, with quadruple skill points for the first Hit Die.

Traits

A dragon possesses the following traits (unless otherwise noted in the description of a particular kind).

* Darkvision out to 60 feet and low-light vision.
* Immunity to magic sleep effects and paralysis effects.
* Proficient with its natural weapons only unless humanoid in form (or capable of assuming humanoid form), in which case proficient with all simple weapons and any weapons mentioned in its entry.
* Proficient with no armor.
* Dragons eat, sleep, and breathe.

Other than that there is no basic dragon.
