Which class(es), if any, give +1 CR per level for dragons?

And on a similar note, how do you make a dragon spellcaster that doesn't suck? The Draconomicon seems sadly lacking in dragon prestige classes that give arcane caster levels. Adding sorcerer levels is an option, but unless sorcerer is a '+1 CR per 2 levels' class, they end up being not just far less powerful physically than other dragons of their CR, but in most cases not even as good at spellcasting either.

Any dragons out there with caster levels closer in line with their CRs? Any other suggestions on how to do it?

All PC classes are +1 CR per level. To be honest though I have never been very good at figuring out how you handle treasure in such cases though. As a general rule monsters make poor spellcasters. Monsters characters simply can't fuction well as primary casters.

Depends on the type of monster whether or not they might be an effective caster.

Puddings certainly would not make good casters, but an Imp might.

As per appendix of the MM 3.5 character classes do not always go 1:1 in the CR. They do so only if they are directly increasing the forte of a monster.

As it is always the best thing to do, use common sense. Giving a Great wyrm a level as rogue does nothing to raise its CR at all, giving him a level a sorcerer probably neither. (Giving him a lot of levels in a class is another thing altogether.)
Seeing they give advanced dragons +2 CR per 3HD (virtual agecategories), I wouldnt give a dragon more than +1 CR per 2 character levels, unless its a special design (like a Ravager of Tiamat, who has taken 10 levels as a cleric, which would directly enhance his powers).
