I'm a bit confused (as always) about how level adjustment interacts with when a character receives their feats.

So, basically here's the example character: A Githzerai has a +2 Level Adjustment. Looking at the table (3-2) in the PHB, he has 3,000 xp, and needs 6,000 to get to the next level.

So, how many feats does he begin with? Also, what's the max ranks of his skills?

My understanding is that he begins with 1 feat and has max ranks of 4/2, and will receive his next feat when he achieves his third character level (ECL 5). Also, at forth level (ECL 6), he'd get to increase an ability score. Am I very wrong?

You are correct as skills and feats are tied into Hit Dice not levels.

A creature does not get ability increases for racial hit dice.

Core rules say to include the racial HD in the calculation, but not to grant any ability increases for just racial HD. Thus a minotaur (6HD) would get ability increases at 2nd, 6th, 10th, 14th, etc levels.

I prefer to ignore the core rules and simply state that ability increases are granted by class levels only (not racial hit die). This solves problems such as what to do if a character advances by hit die after picking up some class levels (eg a dragon advancing three dragon HD and taking a class level for every fourth hit die to get the ability increase).

Uhm, nooo.... Core rules say that ability increases for racial HD are *already* included in the published stats. Presumably to stop people from counting them twice. That does not mean they won't get further ability increases when they advance by HD!

Here's the quote:Ability Score Improvement: Treat monster Hit Dice the same as character level for determining ability score increases. This only applies to Hit Dice increases, monsters do not gain ability score increases for levels they “already reached” with their racial Hit Dice, since these adjustments are included in their basic ability scores.
