I'm sure this question has been asked ten thousand times, but it's being asked again.

A PC is making a character with a monstrous race. This race has two hit die, and a +3 level adjustment, for a total of ECL 5 (according to Savage Species). Let's assume that this character is playing in a 12th level campaign, and thus has 7 class levels.

For determining feats, extra ability points, and EXP required to advance one level, would I go off the sum of his racial ECL and character levels (giving him three extra ability points for being level 12, etc.) or only by the sum of his hit die and class levels (thus giving him only two extra ability points for being a level 9 character)?

I hope that's clear... this is really confusing me.

Xp goes off ecl :combine everything.
Racial hd take care of the first level skills and feat.
All the rest is based off class level.
So at 12th your character has 66k xp(?) needs 12k more to advance. Should have 5 feats(one being racial monster feat) and 2 bonus ability points.

I have no books with me and have had little sleep but i think my mind has this one down.

memberZ is correct, the only things based off ECL are starting gold and experience points.
Everything else goes off character level (racial HD + class HD). Your character has a character level of 9, giving him 4 feats (one at 1st, 3rd, 6th and 9th HD) and 2 bonus ability scores (one at 4th and one at 8th HD).
