I was looking through the Manual of the Planes and I saw the template for an elemental creature. So, my question is ... with v3.5 what all can use this template and does "beast" mean "monstrous humanoid"?

Beast, I believe, is the middle point between Animal and Magical beast. Just make it into the latter.

What he means is that one of the creature types that can be turned into an elemental creature is a beast, and he doesn't know what a beast translates to in 3.5.

No elementals are Extraplanar(at least when not on their home plane) and Elemental. Outsiders are a different type completely.

I briefly looked through some books and it looks like the big scary animal types were called beasts. Like dinosaurs.

The "beast" creature type was absorbed into the "magical beast" creature type in almost all occurences in the change from 3.0 to 3.5.
