I was looking at the SRD:

Ettin
Size/Type: Large Giant
Hit Dice: 10d8+20 (65 hp)
Initiative: +3
Speed: 30 ft. in hide armor (6 squares); base speed 40 ft.
Armor Class: 18 (-1 size, -1 Dex, +7 natural, +3 hide), touch 8, flat-footed 18
Base Attack/Grapple: +7/+17
Attack: Morningstar +12 melee (2d6+6) or javelin +5 ranged (1d8+6)
Full Attack: 2 morningstars +12/+7 melee (2d6+6) or 2 javelins +5 ranged (1d8+6)

Superior Two-Weapon Fighting (Ex)
An ettin fights with a morningstar or javelin in each hand. Because each of its two heads controls an arm, the ettin does not take a penalty on attack or damage rolls for attacking with two weapons.

I noticed that it has it's normal full attack 2 attacks with one weapon at +12/+7, but it did not include the extra attack from it's off-hand morningstar. Does this look correct to everyone?

It should be Full Attack: 2 morningstars +12/+12/+7

Hm. I'd almost want to say that it should be "Full Attack: 2 morningstars +12/+7; +12/+7." Since each head controls a different weapon, it technically doesn't have an "offhand", which to me, says it basically fights like two separate creatures with only one set of legs.

You are correct, in the Monster Manual its Full Attack is: +12/+7 and +12/+7

Full Attack: 2 morningstars +12/+7 melee (2d6+6)
This means it gets 2 attacks with each morningstar.

Ew, that's even more gross than what I had orignally thought. Add a few levels of fighter and it's a walking tank.

It'san ECL 18 creature, I'd take Fgt8/DD10 as a tank over it any day.
Androcus Divinicus

Well, I'd take a Ftr8/DD10 over this thing too. But, since this thing is only a CR 8 (5 from standard Ettin +3 for Character levels) it gets a decent job done for about half the ECL. Also, it's more of an offensive tank whereas your Ftr8/DD10 would be a bit of a defensive tank.

Edit:
Hm. Well, the stats I built this bad boy from were out of the 3e MM. It appears that in 3.5 they call an Ettin a CR of 6, but it only has a level adjustment of +5 which would net the same CR that I quoted earlier. It seems that in 3.5 Ettins lost their Darkvision and had it replaced with low-light ... which probably makes a bit more sense, but it's a lot more fun as a DM for this fella to have Darkvision. I mean, damn. Talk about things going bump in the night, no? Also, for anyone feeling evil, you could give it one more Fighter level (or any other class that uses the Fighter BAB progression ... Barbarian? Sacrifice some of the armor, and you've got someone that NONE of your PCs want to meet while he's raging) and that'd be enough to bump it to three attacks per weapon per round for just one more CR number. Zoinks, Scooby! /edit

2nd Edit: I'm reading the SRD, and it appears that a Barbarian can still rage wearing heavy armor, so unless I'm reading the class wrong, you could add the Barbarian level, get the three attacks per weapon per round, get the rage, and keep the Full plate. Hm. /2nd edit.

You wouldn't be proficient with the fullplate however.

If you added the Barbarian level on top of the three levels of fighter that the creature already has, then yes, he would be.

Why/how is it wielding two greataxes? It still only has two arms...
Count Arioch the 28th

It woudl be wielding two large battle axes. (2d6 I beleive.) Back in 3.0's muddy and confusing weapon system, it'd either be a greataxe, or a sized up battle axe.
Androcus Divinicus

Hm ... personally I find the 3.0 system easier ... all this shyte about handedness bugs the hell out of me, but whatever. :)

By 3.5 rules, he'd be weilding 2 Large Battleaxes, and you'd replace the 90ft of darkvision with low-light vision.

Justin.
