Are there any opinions on this issue. Should Ettins be allowed the Two Weapon Fighting feat even they don't fulfill the dex prerequisite? I ask because they are specialist in fighting with two weapons, but have low dex. Should it be an exception regarding two weapon fighting here.

You have to consider the fact that an Ettin has two heads, and each one controls an arm. It's also called SUPERIOR Two-weapon fighting.

I agree on that, but that's the thing which is bothering me. They have that ability, but Ettins don't have extra attacks even so. But the rules don't allow it, so if I understand you right, I should allow it?

The rules do allow it. Look at the Ettin entry again. Superior two weapon fighting states they can attack with both hands equally. Now look at their stat block. It lists two of each attack chain rather than one.

Ok. When I read it more carefully, they do have four attacks during full attack, and they don't need the two weapon feat. But what about the Greater Two Weapon Fighting feat, if I give an Ettin f.x 6 fighter levels? Does he then need 19 in dexterity, to get the feat? Here I belive the rules aren't so clear. Any thoughts?

they still do not need it... because of its superior two weapon fighting an ettin will always get the same number of attacks with each hand anyway. (Based upon the current stats of the ettin in the MM).

Of course, thats make sense. This Superior ability is fantastic combined with some class levels. What a mighty opponent in melee. Thanks for great input on this issue.
