I need some help here.

Flying Monkeys.
I've always hated the Urds of 2nd Ed. But I could see the wisdom of flying low level minions. Intelligent enough to understand and follow orders. Low level enough to be bullied by say...wicked witches.

I saw a picture once of the flying monkeys of OZ. They were winged baboons! The picture really presented a terrifying image, with the carnivourous looking tusks and all. Ever since that picture I've wanted to make flying monkeys for DnD.

But how to do it? Add wings and INT to an existing baboon template? No, no no.To me this is a manufactured creature-made with magic, not a new race.

The Darkenbeast spell is the answer!l It creates the perfect minions. Far tougher than skelletons and zombies, and a lot more intelligent. You can add a spell to each beast as well.

So what I am looking for is a spell and a template.
The spell, call it "Flying Minion" works on any monkey or ape. It adds INT, not quite a true Awaken, but close enough. The creatures get a claw/claw/bite attack (growing talons if nessessary), gain the casters language, and gain wings. Little caps and vests must be supplied by the caster. Maybe the simian victims even gain the Fiendish template. Imagine the force a transmuter can make with just baboons and a few larger apes.

And then I need a template with examples of baboon, and ape.

I haven't the foggiest idea on crafting spells or monsters. If I can't talk you guys into doing this for me, could I get some one to point out where in the DMG rules are given for spell crafting/monster making? Mabey I'm blind, but I can't find it.
Maybe even just some pointers on Monster making 101 (even what page/book to look at).

Wow. Even a spell that grants the fiendish template to normal animals-thats pretty tough. I wonder if "Flying Minions" would be too high a level to be usefull?

Half fiend monkeys would have a 75% chance of having bat wings. If you're the DM, who's going to call you if 100% of them happen to be in that 75%? ;)

The winged monkeys are by no means corrupt or evil, making them unsuitable targets for the half fiend and feindish templates. The reason they serve the wicked west is that their race is bound to a magical crown and they must obey anybody who possesses it.

Perhaps a spell that adds the Winged template and increases Int to 3.

As to baboon stats, they're near the beginning of the Animal section of the MM. (I can't really be more specific, I only have a 3.0 MM).
