I considered a special feat for a major villain for the next campaign. What do you think, is it too strong? It might raise the CR of the villain by 1 point alone.

Death Stare of the Underdark

The beholder may rotate around one axis amazingly fast and give off a barrage of eye rays.

Prereq.: True beholder, advanced to 16 HD, point blank shot, weapon focus: ray attack, dodge, mobility.

As a full-round-action the beholder rotates a full 360 degrees. During this rotation, it may use every single eye ray once, choosing any target in reach. So the beholder may target a single creature with up to ten eye rays at once. The beholder takes –2 to hit with all eye rays using this action.

Further, the beholder’s central eye ray sweeps the whole area. Every caster not yet finished casting a spell (i.e. casting a full-round spell) has to succeed on a concentration-check (DC: 20+ spell level) or lose the spell. At the end of the beholder’s turn, the antimagic eye ray points into the very same direction as before.

After the rotation the beholder is both dazzled and sickened until the end of its next turn.

Normal: A beholder may use only three eye rays on a single target, or all ten if the target is above the beholder.

Tough but fair. The sickened and dazzled aftermath of such a feat should make the beholder consider using this move later on during a battle, where it is certain it can wipe out the entire party, because if he doesn't, you know the surviving PCs could easilly kill him during the following round.

Otherwise, it looks good.
