This is a joke. It is a riding dog with many strange templates. I call it the Bob-creature.

When you enter the dungeon you notice the strange creature before you. It is a half-decayed dog, but with big bird wings and it has a big dragonic head. It has this strange voice when it starts to speak to you and before you notice it you are dead.

This creature was created when some strange halflings started to search for a way to make their riding dogs more powerful. This was the result. Bob-creature speaks Common, halfling and Sylvan.

Though I agree the riding dog is awesome in theory, and I like your backstory (long live Halflings! The master race!) I don't think any creature with only 2 HD can get a CR of 16. I know all the templates you put on it probably added the aformentioned CR, but if it were play tested, you'd think 4 level 16 adventueres would have a good shot against it.
