PHB page 131, right under the speed table (only table on that page):

"Flying mounts can't fly in medium or heavy barding."

And from the glossary on fly:

Fly: A creature with a fly speed can move through the air at the indicated speed if carrying no more than a light load. (Note that medium armor does not necessarily constitute a medium load.)....

So you can fly with any armor as long as you have a light load, but the instant you have a rider of any weight, you can't? Isn't this a little odd?

Also, does anyone else wish the flying rules were all in one spot?

In the case of a rules discrepancy, you go with the rules that are closer to the source. If the rules for flying in the PHB say medium barding prevents flight, then that's what you go with. It makes sense, since medium barding is equivalent to hide armor, and all medium armor has a land speed penalty.

not all creatures that fly are mounts... a balor demon could fly while wearing hide armor for example, but a hippogriff in chainmail barding would not bebale to preform the same feat.

I see it as a difference between barding-type armor and normal armor.

How about a Construct Dragon? Could a wizard equip an Effigy of a 10HD Red dragon (size large) with medium or heavy barding? Could it still fly? What if it weren't a mount (more his bodyguard)?

Is it a case of encumbrance or just plain bulkiness?
