I guess the info here is of interest of everyone.

1. For a monster with Leadership, do you use Hit Dice or ECL do determine
the Leadership score? (and cap on cohort´s level)

-ECL.

2. Do orcs receive weapon familiarity with orc double-axe? (and other orc
weapons such as orccish shotput)

-Not automatically.

3. Do class levels count to determine Hit Dice-dependant effects such as
special abilities´ DCs, celestial and fiendish creatures abilities etc.?

-Yes.

4. Is any monster with INT 3+ able to advance on any character class? What
effect abilities such as Martial Weapon Proficiency or Shield Proficiency
have on non-humanoid monsters? Can monsters who lack arms or are unable to
speak advance on spellcasting classes? Can they learn Craft skills?

-Most creatures that add class levels indicate that they are able to do this in their advancement which says they advance "by character class" However, that said, if, as a designer, you decided to give another creature class levels that is up to you. Typically the creature in question will have some modicum of intelligence however.

5. Are creatures with members but non-humanoid hands (such as dragons) able
to use rings or bracers?

-Sure.

Are creatures who lack hands able to equip ioun stones?

-As long as they have the means to activate the item.

Are dragons considered to be dexterous enough to use wands, rods and
staves?

-Yes.

8. What are the disadvantages of a forest gnome, compared to a regular
gnome?

-none... a forest gnome is better at hiding (in the forest) and has a more powerful repertoire of spell-like abilities.

9. Can the Improved Natural Weapon be applied to Unarmed Strike?

-no, because the ability Improved Unarmed Strike is not considered a "natural" attack form it is a learned attack form.

10. Do monsters with natural weapons still effectively have Improved Unarmed
Strike? Can they use feats as stunning fist using their natural weapons?

-No.

11. Can they use the unarmed strike damage (for monks) instead of the natural
weapon´s regular damage?

-No.

12. Can a character apply feats such as Spell Focus, Spell Penetration etc.
on spell-like abilities?

-Yes.

Except for the part in the players handbook and SRD that says
"A monk’s unarmed strike is treated both as a manufactured weapon and a natural weapon for the purpose of spells and effects that enhance or improve either manufactured weapons or natural weapons."

And from the MM where it says
"IMPROVED NATURAL ATTACK [GENERAL]
Prerequisite: Natural weapon, base attack bonus +4."

The monk clearly has a natural weapon, as mentioned above. And, at level 6, he gains a +4 BAB and (conveniantly enough) a bonus level-feat. Since it's a general feat, if he meats the pre-requisites then he can qualify.

Technically, a non-monk can even qualify. Punches and kicks are natural attacks/weapons.

Customer Service can be helpful sometimes, but generally I can ask Custserv the same question twice and get two different answers, sometimes from the same person.
The sage is a bit more reliable, but he's made errors in the past as well.

Does the 3.0 FAQ still hold in effedt, due to the fact that the 3.5 FAQ only has Savage Species stuff in it right now? Because if it does, monks still lose their highest attacks when holding something, according to the sage.

He may be more consistant than WotC customer service, but he's made quite a few questionable rulings in the past, enough for me to doubt his word.

A Feat is neither a Spell nor an Effect.


"IMPROVED NATURAL ATTACK [GENERAL]

A Monk's class ability lets you treat your unarmed attack as a natural weapon in a small number of situations -- it does NOT turn your unarmed strike into a natural weapon.

Hm? I wonder if he read that as half-orcs or if the orc really does gain no racial proficiencies. Not that the double axe is a great weapon or anything, but it seems odd.

Right, and in the 3.5 discussion forums, the designers screwed half-orcs out of orc axe, because they're only half-orc, but that full orcs get it. And then, the orcs in the MM don't have their racial weapons at all, and then...
