this campaign that i am creating is based on an ocean world where there is hundreds of islands and only one real city. it is ruled by the Forever young Emperor. the Blue Emperor. in reality he is a Lich using powerful Illusion magic.

the classes are from Tome of Battle, and oriental flavored classes from other books.

i would like ideas on how to make it a full world.

one thing of interest is that headhunter, bounty hunters, are known because they wear animal masks or demon masks.

have you considered floating cities, such as on the backs of the zarotan?
or cloud realms, undersea cities / races?
the emperor may send forward a treasure fleet seeking our new cultures / legendary lands?

where land is such a comodity as in an ocean realm, someone must be planning to usurp authority, or look to start there own archipelago principality.

just acouple thoughts hope they help

Ah, the Zaratan (giant sea turtle) (http://www.enworld.org/cc/converted/beast/zaratan.htm) is a very cool idea to me. I've seen it before, but 'twas no less enchanting.

More merfolk or ningyo? Do they travel on land at dusk and have to return to sea in the morning, or something? Maybe they can travel more freely, tho'? On the land-end, if it's so aquatic, the PCs may want to eat a mermaid fruit and explore the world beneath the waves as merfolk until their time runs out (3 days until another fruit is needed to sustain the transformation?).

Remember in Japanese myth there is a dragon palace beneath the waves, and in Chinese myth there are islands that rise and sink in different places, or turn out to be some sort of cloud and perhaps sail away when sailors approach. If the island sinks without damage to the populace, perhaps it is credit to their shrine's treasure that projects a globe field around their city, or the shell of the zaratan is such that it regularly traps large air bubbles in the right places when it dives. Are some islands merely large ships that drop anchor(s) here and there but move elsetime? They'd be good at being middle-party in trades.

Do humans ally with merfolk guardians to protect them from pirates? No fear of walking the plank when your friends are breathing down there, or did the priates bring their friends, too?

Zaratans are now naval bases, the Lich who rules the land has killed off most of the merfolk, tengu, and other similar races. I figure that he is completly evil and is searching for an artafact of the dragon kings, something that will increase his magic several fold.

You got to use the usual conventions:

1) giant 5-mile wide whirlpool that is always in the same place (and charted on maps)

2) a ghost ship...or ghost junk to make it OA.
