I need a good 'leader-type mage' and there is no class that provides leadership bonuses (e.g. Legendary Captain. Eunuch Warlock, Yakuza) AND full casting progression so here is the rough concept and let me know if you think it is too powerful:

Legendary Mage-General

Prereq:
Arcane Caster Level 3

Class Length
10 Levels

HD
d4

Skills
Class Skills - as wizard
Skill Gain - as wizard

Saves and BAB
All 3 Saves are 'bad saves' (+1 every 3 levels)
BAB is 'bad' (+1 BAB every 2 levels)

Special
+1 to your Leadership Score (untyped bonus) for every level in class.
At 3rd Level - Leadership or Undead Leadership as a bonus feat.
At 5th Level - You gain the Special Power bonus for leadership (if you do not already have it). You receive an (untyped penalty) of -5 to Disguise Checks.
At 7th Level - General's War Room - The Legendary Mage-General can imbue a room with the following abilities:
1) Permanent Mage’s Private Sanctum
2) The Legendary Mage-General may use a Sending spell while within the War Room an unlimited number of times per day. The Sending Spell may only be sent to a Follower or Cohort.
Cost: (17,500GP + 2225XP)
A War Room has the same saves and caster level as its creator at the time of creation for any and all purposes.

At 10th Level - You gain the Epic Leadership if you qualify for it (except for the level requirement of 21 for an epic feat) otherwise you gain the feat when you qualify for it. (e.g. if you are Wizard 3/Legendary Mage-General 10 and don't have the 25 Cha and only your paltry 23 leadership score you can 'wait' until your Wizard 9 / Legendary Mage-General 10 and can qualify). You receive an (untyped penalty) of -10 to Disguise Checks.

Spells Known/Day
Full spellcasting progression for 1 arcane casting class.

----
Changes:
Added spellcasting part for clarity.
Dropped pre-reqs to 3rd level.
Added leadership as a bonus feat.
Added General's War Room.
Increased BAB to be on par with a normal wizard's.

Actually, as per the 3.5 update of OA, the Eunuch Warlock provides caster progression. I can't remember exactly how much; not full, though. Maybe 8/10, 9/10?

Anyway, on your class. There's really gotta be more to it before any definite conclusions can be made, but... why all bad saves? Why +1 BAB ever 3 levels? That's worse than the wizard! I don't think this is too powerful at all; actually, it's very weak.

Throw in some more abilities. It's supposed to be the "Legendary Mage-General," right? How about a few abilities that increase morale in your troops; like, say, when you cast a spell? Or you can expend spell slots to activate various morale-based abilities?

Ooh, I like that last one. Anyway, what it really needs is something that would really make someone want to take it. Why would I give up my good saves, possible bonus feats, familiar progression, or other possible special abilities to take this class? Think about that, and see what you can do with the idea. The idea of a war leader-mage is a good one. Roll with it.

2 new 'spell levels' over like 10 levels.

I was trying to create a character weak in direct combat.

I'll add more 'generalish' bonuses then when I get back. =)

Almost every leader-type PrC I've seen has had a good Will save, and almost every caster PrC I've seen has a good Will save.

So why the heck does this thing have a poor Will save? It doesn't make any sense.

Also, just give it a poor BAB like the Wizard (and Commoner) instead of the odd progression you have now.

Ya...but this is more of a noncombatant leader-type than the others.

Commoners are as noncombatant as it gets, and they have a better BAB.

Also, being a "noncombatant" doesn't mean you should have a poor Will save. Healers are about as noncombatant as it gets and they have a good Will save.

This needs a good Will Save. There is absolutely no reason at all to have a bad Will Save and just about every reason elsewise why they should have it.

Right now I'm seeing a nothing class that only gives you Leadership and Epic Leadership as bonus feats. What the heck is Permanent Mage's Private Sanctum?

Aside from that, start making some class features. This guy is just a Wizard who gets bonuses to Leadership and gets the feats for free (and just as an aside can you even have a Leadership score without the Leadership feat?). The only thing a normal Wizard wouldn't have that he gets from this "class" is the War Room ability - half of which has no explanation, the other half of which, while cool isn't really a far cry above what a Wizard can do, and certainly can be highly unnecessary.

My final suggestions - Give this guy less outright bonus to leadership score, take out the free Leadership and Epic Leadership, and then make yourself some unique, compelling class features that combine the role of War Leader and Arcane Spellcaster. Make Leadership a requirement for this class and then work on class features based around combat tactics. Do you have access to Heroes of Battle? Its a good book for you to look at while thinking more on this class.
