I have a gnomish wizard who is intent on becoming an archmage and I was wondering if the racial +1 DC to saves for illusion spells could be considered a virtual spell focus: Illusion and contribute to the archmage prerequisites?

Only if the DM allows it. The difference between the racial ability and the feat, fluff wise, is that just because they are racially stronger, that doesn't mean you know how to cast them "better", hence the focus. I'd personally rule that No, it doesn't qualify, based purely on a fluff reason of "Have to spend the time (represented by selecting a feat) practicing and focusing on that particular school's spells to count as focus, not just a racial boost that comes from innate strength."

Then again, I also think Archmage's prereqs are a little light, but that's just me.

Nope. You have to have the feat.
