I am at my wits end trying to figure out how a Beastmaster is supposed to work. Lets say I have a character with 7 levels of Druid, and 4 levels of Beastmaster. Thats 1 animal companion for being a Druid, I pick a Tiger. With the 1st level of Beastmaster I get another animal companion, then another one with the 4th level of Beastmaster. My problem lies in the wording of the description of the extra animal companions. Can I choose from the list of animals available to a 7th level druid (like a tiger), or does the bar stop at the list of animals for 4th level druids?

I understand it as follows:

If you are a druid, you get your animal companion at your druid level.

If you are a beastmaster (no druid level), you get your animal companion at your beastmaster level + 3 ... ie, starts at 4th.

If you are a beastmaster AND a druid, your animal companion can be the total of your druid and beastmaster levels AND +3 higher. Thus, a 7th level druid who becomes a beastmaster 1, could ... if he chose ... have a new companion at 11th level (7 + 1 + 3). The beastmaster doesn't get an additional companion, just upgrades his current one by three levels. He can choose any animal which he could desire that qualifies for that 11th level.

When the beastmaster reaches 4 level, he could have his primary animal companion be 14th level. He could also gain a second companion at that time, though 3 levels lower (ie, 11th).

I've been looking in the beastmaster class (thinking of playing one myself). This is how I understand it: The part of the first animal companion, you're right about that one.
But for the second one, you get animal companion as a druid with the same lvl as your beastmaster lvl -3. So, at lvl 4 beastmaster you get a second animal companion as a druid lvl 1. The lvls of druid don't stack for the second animal companion, only for the first one.

It ought to stack, makes the class more worthwhile.

If you want real fun, play a druid until you can wildshape into a Wolf then go beastmaster and then finish up with Wolflord levels. Take the Wild Cohort and Natural Bond feats and have fun with a massive pack of wolves. Add leadership with a Winter Wolf or perhaps an awakened wolf for even more fun. And summon even more...

That is correct. Its kind of strange, but all your companions do not need to be fighting companions, so the general weakness of them doesn't matter. Its just like Beastmaster the movie.

There are a few other feats that are nice for any animal based class in the second one
