Its an overpowered homebrew custom PrC based on a PrC from a 3.0 sourcebook, so its obviously not 3.5 ready. Seems a bit over-the-top to me. Like someone said "Hey lets create an awesome class and totally disregard balance!" Why would you even think this is balanced? Its just a crappy thing someone made up.
