I've been trying to find this one thing out for ages:

How do you determine caster level for the purposes of meeting prestige class prequisites?

If a class requires Caster Level 5th (say, the Mindbender), And you are an Illumian Bard 2, with the +2CL sigil, your caster level is 4th. What happens if you take the Spellgifted (Enchantment) trait (+1CL enchantment spells, -1 all others)? Is your caster level now 5th for the purposes of meeting the class prerequisites, or 3rd?

(In that case, Illumian Bard 2/Mindbender 8/Sublime Chord 2/Mindbender +2/Fatespinner 4/ X 2 with Improved Sigil (Krau) to qualify for Sublime Chord's Spellcasting requirements seems tempting)

Spellcaster qualify for a prestige class that requires
“Spellcaster level 5th”?
No. This prestige class requirement doesn’t refer to your
caster level (a value which can be modified by many feats,
class features, and even temporary effects) but to your actual
level in a spellcasting class. (If it helps, you can think of this
requirement as “Spellcaster, 5th level.”)
The same applies for characters whose caster level is less
than their class level. A 5th-level paladin meets the “Spellcaster
level 5th) requirement, even though her actual caster level is
only 2nd.

This addresses only PrCs, but I believe it should be applied to feats where the prereqs are similarly worded.

I'd say there is Caster Level and then there is Spellcaster Level and while the two are related they aren't the same. Caster Level is about spell power while Spellcaster Level is about ability; a Ftr4/Wiz6 with Practiced Spellcaster throw more powerful Fireballs than a Wizard 8 would but the Wiz8 has the ability to cast more powerful spells although when casting the same spells as the F4/W6 mentioned they don't strike as hard.

When dealing with Caster Level as a prereq I'd count anything that is universal and always on. You get a CL increase from Practiced Spellcaster but condition CL increases would be ignored.
