In the Chameleon description (http://www.wizards.com/default.asp?x=dnd/iw/20041210b) it says: "If you're using the Eberron Campaign Setting, the chameleon prestige class should be available to changeling player characters as well as humans and doppelgangers."

I'm about to join a new campaign which isn't going to be Eberron (and I don't know squat about Eberron), so I was wondering if there's a balance or mechanical reason changling chameleon is restricted to only Eberron? It seems like the perfect PrC for Changeling, and doesn't seem like an overly powerful PrC.

Can someone shed some light on this for me please?

It's simply referring to the fact that some people don't use eberron at all. Changeling chameleons aren't restricted to eberron at all, as long as your DM approves of you using changelings in a non-eberron setting.

whats amusing is in one of the monster manuals, they have the eberron changeling statted out except for one thing... it has a blatant mistake with wording saying that changelings can do 2d6 sneak attack damage :P

Changelings aren't eberron only, as they are in the monster manual, however, they are rarely played outside of eberron.

My group has mixed views on it. I almost exclusively play changelings, while one player gets pissy every time I do because I'm a sneaky bastard, and all the other players just find it amusing that he does.

I actually have a sneaky bastard warlock changeling... thats a fun character

It's just telling people where changelings are. They're not core or in Races of Destiny, so people who don't know every D&D book might not know whether to find them in Monster Manual II, in the Player's Guide to Faerūn, or in the Expanded Psionics Handbook. By mentioning the Eberron Campaign Setting, they're telling people where to find this mysterious changeling race.

Ah, I see; in Eberron Changeling is one of the core races, and so the Chameleon article is explaining that Changelings do qualify for the PrC... it specifically mentions Eberron because that's where people are most likely going to be playing Changelings since most people don't play races out of the MMs (let alone MMIII). So they weren't trying to say ONLY Changelings in Eberron, as I took it to mean.

Thanks for your help with this!

Someone once told me they wouldn't allow a changeling chameleon, and I asked why. The only reason he gave was that they weren't humans or dopplegangers. I seriously wanted to punch out some of this guys teeth because of how stupid that was, so all I could do, being at school and all was say 'Yeah, they're BOTH."
