For 1 minute per day, you can become incorporeal, and gain all the benefits of the incorporeal subytpe.l You also gain a fly speed of 40 feet with perfect maneuverability.

Do you get the new fly speed only when you're corporeal, or is it available all the time?

If you're referencing the flight gained from being incorporeal, no and no. It is only when the character is incorporeal that they have the ability to fly as it is a by-product of being incorporeal.
