Hiya all
After designing my own version of the Sea Elves (called Water Elves, see my signature), I felt they needed a Prestige Class. So, here it is. Any feedback would be great.

Chosen Voice
“Their voices called to us, and before our eyes the water itself seemed to show the heavens.”

The Chosen Voice is a group of Water Elves, dedicated to the ways shown by the goddess Yela. With voice along, even those just beginning to study this class can beckon aquatic creatures to their side. The most experienced are rumoured to hold power over water itself.
Hit Dice: d6

Prerequisites
To qualify to become a Chosen Voice, a character must fulfill all the following criteria.
Race: Water Elf
Skills: Knowledge (religion) 6 ranks, Perform (oratory) 10 ranks
Spellcasting: Must be able to cast 2nd level Divine spells.
Special: Bardic Music (Inspire Greatness). Also, the character cannot become a Chosen Voice without the express permission of at least three other Chosen Voices, all of whom must be 4th level of higher. Finally, the Chosen Voice must also agree to only use perform (oratory) skills when using Bardic Music.

The Chosen Voice’s class skills (and the key abilities for each skill) are Concentration (Con), Craft (Int), Diplomacy (Cha), Knowledge (arcane) (Int), Knowledge (religion) (Int), Listen (Wis), Perform (Cha), Spell craft (Int), Spot (Wis), Swim (Str)

Bardic Abilities: Chosen Voice levels stack with Bard levels for the purposes of Bardic Knowledge, as well as uses of Bardic Music.

Beckon Animal: Once per day at 1st level, a Chosen Voice can call upon the aid of nearby creatures. Sealife within 120 ft. travels at its speed to the location of the Chosen Voice, and serve her for a total of 1 hour per level of Chosen Voice she possesses, or until dismissed. A Chosen Voice can control 2 HD of creatures per level of Chosen Voice in this way.
At 4th level, the Chosen Voice earns one extra use of this ability per day.

Song of the Sea: The sea flows through the voice of the Chosen Voice. She may expend one of her daily uses of her bardic music to increase the swim speed of all allies within line of sight by 30 ft.. This effect lasts for 1 hour per 2 level of the Chosen Voice prestige class the character possesses. If an ally does not have a swim speed, they gain a swim speed of 30 ft.

Yela’s Gift: The goddess Yela grants the Chosen voice the ability to increase the power of her Bardic Music. The bonus granted by the Chosen Voice’s Inspire Courage ability increase by +1.

Magnify Music: At 3rd level, the Chosen Voice learns to use the crevasses of the river bed and ocean floor to let her music echo through the water. The ranges of all bardic music abilities double. This effect only works while in water.

Yela’s Melody: The goddess Yela smiles most kindly on the greatest of the Chosen Voice. Whenever using her Bardic Music, the Chosen Voice may can spells, both arcane and divine, even if they have a verbal component.

Water Control: Once per day, the Chosen Voice can call upon the power of the elemental forces of nature to change the water around her. She may use one of the following abilities, which lasts for 1 minute. All effects are centered on the Chosen Voice:
Heavy Water: Water within 30 ft. gains the effects of difficult terrain.
Maelstrom: Water within 30 ft. begins to turn clockwise. All creatures within or entering the Maelstrom must succeed on a DC 20 Strength or DC 20 Escape Artist check or become Entangled. This save must be made at the beginning of each creatures activation as long as they remain in the Maelstrom. As well as this, at the end of each affected creatures activations, they much move 10 ft. in any direction, provided it does not go against the direction of the Maelstrom.
Slipstream: Water within 30 ft. grants the benefits of Freedom of Movement, as the spell.
Water Mist: Water within 30 ft. grants the effects of Concealment.

This class is really odd. On the one hand, it's obviously a bard PrC, but it's spell progression and prerequisites dictate otherwise. I'd think you're using the Divine Bard, but then I see the spell progression is 2/3 arcane, 1/3 divine.

The only possible core entry to this class is Bard 9/Cleric 3, which is horribly unoptimised and late entry. The only other one is Bard 5/Green Whisperer 5, but the flavor doesn't seem to match the druidic side of GW.

I'd say, make it a dual casting PrC:
+1 level of Bard / +1 existing divine

And drop the Inspire Greatness bit - instead make it advance bardic music. This odd progression is not very attractive - people would be more powerful just going Bard 20, as they would gain 3 more uses of Bardic Music, 5 extra bard caster levels (6th level spells!), 3 extra levels of Bardic Knowledge, and +2 BAB (I believe), and 24 extra skill points for -3 less HP, and 3rd level divine spells. Hrm.


As for it's class abilities, it's a bit weak. Instead of making it 1/day abilties, tie them to the bardic music uses - that way it can be used more than once in an emergency, but spamming them causes your uses for ALL your bardic abilities to run dry.

Thanks for the feedback. Maybe the Knowledge (religion) skill requirement was a mistake. I may have to go back to the drawing board with this one...
