If looking to become a Dragon Disciple I recommend using one of these to meet the Arcane Casting Requirements:
Sor 1-2, Bard 2-4, Battle Sorcerer 1-4 (UA), Hexblade (CW), Duskblade (PHB2)

Additionally I'd fill up with levels in a full BAB class such that my BAB will be at least +16 at 20th level which means not giving up more than a +1 BAB while meeting prereqs.

Remember that inspite of the spellcasting prereq the Dragon Disciple is a PrC that primarily helps Strength based warrior by providing big stat bonuses, a nice HD and save, AC improvements, and a number of other benefits.

You might want to consider the Dragon Devotee class from Races of the Dragon (iirc). If I read it correctly, it gives sorcerer spellcasting, possibly even if you did not have any. Also, it bestows characteristics of the draconic template, and I think the two might stack.

And yes, I would think the Disciple most useful to combat builds. Fighters, paladins and barbarians could definitely find it useful. Also, I have seen its "spellcasting" converted to a regular 4/10 or 5/10 progression. Given the analogous Green Star Adept, I think it is feasible and relatively balanced.
