A: no, but its effectively the same thing, as the second DN could command the controlled DN to give orders that the first DN would want. Its similar to controlling a creature that creates spawn that the creature controls: although orders take a long time to get down the chain, you eventually do get a lot of undead under your power that don't count towards your controlling limits.
