So from a roleplaying standpoint, this PRC is by far one of the most fun to play. The real problem I have with it is that besides Situational +1 attack/damage against some monsters. And a few skill boosts/spell-like abilities(Darkvision pretty much) This class has nothing. Has anyone played one in a game that actually had combat and they didn't suck worse than an Int heavy fighter?

You do realize that that's not all they get, right? At level 6 in the class you can get dimension door once every 1d4 rounds! That alone is worth it. And energy resistances. And boosts to skills. And full BAB, d8 HD and good fort save. Not a bad class.

As written, the HW is decent as a 1- or 2-level dip for a stealth character, to get Forest/Marsh Terrain Mastery for the +4 to Hide and MS. Or as a 1-level dip for a Barbarian for Desert Terrain Mastery and its accompanying immunity to fatigue and exhaustion resistance. It's also useful as a dip in an aquatic campaign, for the +10' swim speed from Aquatic Terrain Mastery.

If skill feats were balanced with respect to other feats, and non-caster classes were balanced with respect to caster classes, the Horizon Walker would be a very strong class. At each level it gains a +4 bonus to a skill - worth more than a single feat, Skill Focus, which gives only a +3. This is in addition to the full BAB, 4 sp/level, and circumstantial terrain bonuses. That's a lot of class feature to gain at every level - and that's even before you hit 6th level and start getting the much better planar abilities.

One thing to remember is that the DM and player can work together to boost the HW's power via the fact that this is listed under Planar Terrain Mastery:

Other (Planar)

If other planes are in use additional Planar Terrains can be created.

This means that you can create pretty much any planar-based powers under the sun that you want, and give it to the Horizon Walker.
