You gain armor proficiency for being a duskblade, so I guess as long as you stick to light or medium armor, you should negate any arcane spell failure. And since Seize the Core does not have a duration listed in the paragraph, I would rule that it has the same duration as Wield the Core. Wield the Core has a duration of 1 minute per Osteomancer level, and I consider "wielding" the core much more difficult than just "seizing" the core.
