I've heard that Netherese Arcanist is quite good ;)

I think that you do not have a lot of information here. Obviously exalted material is out, but what do you want your boneheaded character to do?

Archmage is usually a safe bet. A level of Mindbender is good, and two levels of Geometer can help keep those spellbook prices down. Initiate of the Sevenfold Veil and Loremaster are both popular options.

I'm guessing that as it's a chaotic evil lich, it might be a BBEG, and thus doesn't really have to worry about money, so you might want to skip over Geometer :P

Level it up in whatever spellcasting class it was in befor. If wizard or sorcerer prestige as you would for those classes. Master specialist is always good for wizard and fatespinner is great for sorcerer.

hmm, a lich huh? how about spellcasting PrC's? (LOL)

depending on his lichdom, it could be nearly anything
wizard/sorc-archmage, geometer(spellbooks), elemental master(CA)
cleric/favored soul-hierophant
bard-lyric thaumaturgist(?name?)(CM), seeker of the song(CA)

really, think of what the guy would do if he was still alive, and check if the flavor is good to you(mmm, blood magus lich tastes gooood)
