For some reason I recall seeing in some WoC v3.5 book a PrC with 10+int skill points per level. I really need to find something like that.
Also, I would be interested in a balanced class that gets above skills with spell progression. I realize that it would have a pretty d4-o-health, crap saves, crap BAB, and no other abilities but, I need it.

the only way to get 10+int mod for skill (IIRC) is Changeling alternate Rogue.

I think what you were looking at was the Expert NPC class. They gain any ten skills as class skills. Other than that I have seen nothing resembling what your describing.

If you went into expert, you could get two levels for the price of one. NPC levels take half as much exp and are worth half as much as normal PC levels. That ought to solve your skill problem and net you some easier feats to boot. Extra HD, feats, skills, you should be set.

I let my players go down a hit dice size for another 2 skill points per level (max 12 skill points) and same vice versa (max d12 hitdice)

Most definitely not.

NPC classes level at the same rate as every other class. When figuring CR for a character with NPC class levels it gets -1 CR but that is the only "benefit" having NPC class levels grants. It takes just as much XP to become a Warrior 6 as it does to become a Fighter 6 despite the Fighter having four bonus feats; an NPC Warrior 6 is only CR 5 while an NPC Fighter 6 is CR 6 but that has nothing to do with PCs.

I'd need to check the 3.0 material but in 3.5 the Expert only has a six skill point base. Their advantage is that they get to pick and choose what "class skills" are for them to spend those points on.

Even the Expert NPC class only gets 8+Int skills. If an Expert wants to take full advantage of the class's ability to choose any 10 skills as class skills, s/he needs a 14 or better Int.

As far as a PrC goes, you may be thinking of the Exemplar PrC from Complete Adventurer. Like the Expert, it gets 8+Int skill points, but it beats the Expert on class skill choice because ALL skills are class skills for the PrC. You also get some skill-related bonus feats and the ability to share skill bonuses with others. The downside is that you need to be minimum 10th level to take it...

The Exemplar is nice. It is pretty easy to qualify for as well. Just need Skill Focus, Diplomacy 6 ranks, and any other skill 13 ranks. Not a bad class for a skill monkey dip.

If I am not mistaken, the Factorum gets 10 skillpoints/level. In any case it has every single skill in the game as class skills.

It actually only gets 6 sp/level, but its class abilities are Int-based, so it will have plenty of skill points.

I also recall seeing a class with 10 sp/level somewhere, but I don't remember where. I think it may have been a joke or a misprint or a homebrew...

As far as I know, only the Changling Rouge substitution levels get 10 SP a level.

Yeah, that's it. I knew there was something that gave 10 sp/level.
