Do you think its absurd that I dont allow a Red wizard that has achieved lichdom to advance in the Red Wizard PrC becuase he technally loses his tattos?

Yes. Because you can always brand the tattoos to your bones. Or to the remains of your skin. o.o A cosmetic change shouldn't stop people from enhancing their vile power!

How does he lose his tattoos??? A lich is not a skeleton and it would take decades if not centuries before they rotted away to mere bones...

Here's the description of Liches from the SRD.
A lich is a gaunt and skeletal humanoid with withered flesh stretched tight across horribly visible bones. Its eyes have long ago been lost to decay, but bright pinpoints of crimson light burn on in the empty sockets.
Skeletal means: 2. skeletal - very thin especially from disease or hunger or cold; "emaciated bony hands"; "a nightmare population of gaunt men and skeletal boys"; "eyes were haggard and cavernous"; "small pinched faces"; "kept life in his wasted frame only by grim concentration"

The red wizard tattoo is a 1st lv feat which can only be taken by humans and planetouched. Becoming a lich makes you an undead, which would technically disqualify you for said feat. Though that clearly goes again the spirit of the feat, since there is a lich necromancer red wizard in Thay.:P

Considering that Szass Tam is both a lich and a Red Wizard (their leader no less), it would not be absurd to let someone take the class as a (previously human) lich.

As per newer books like Libris Mortis, you turn into Type: Undead [Lich] Augmented Humanoid [Human] or something like that. Keeping the feat.

Lich keeps everything they had in life, only now they are undead. It's that simple.
