In the PHB, the Barbarian's Rage provides Str/Con/Will save bonuses and a -2 penalty to AC. At the end, fatigued.

The Rage Mage PRC has Spell Rage.
The description omits the bonuses and only states the AC penalty. Mentions the same fatigue at the end.

Is the AC penalty of -2 noted under Spell Rage an additional penalty to as an offset to the bonus to spellcasting in a rage? I'm assuming there isn't a double fatigue penalty.

Does anybody know if the penalty of -2AC noted under Spell Rage stacks with the -2AC penalty under rage?

If you enter both a regular Barbarian's Rage and a Spell Rage, then yes, the penalties would stack.

However, Spell Rage is it's own ability. You don't need to be in a Barbarian's Rage in order to be in a Spell Rage.

Morwen, to perform a Spell Rage, you must be in a rage to do so. To become a Rage Mage, you must have rage or frenzy ability. If you enter a Spell rage without a rage (which you can't do per the description) then the benefit is casting spells at your character level. There is no STR/CON/Will save bonus listed under Spell Rage.

I've been figuring the two -2AC's stack since they are unnamed
