This is my first draft. I'm pretty sure I got carried away with special abilities.

Priorities in order are; spell casting, domains, feats, domain slots, skills.

I've considered dropping BAB to 1/2 from 3/4 but will wait for some feed back. DM has already given me the thumbs up to use a dark version of the Sovereign Speaker or to take ranks in Knight of the Left Hand (Mongoose). So I'm trying to find something with more flavor to it. Combat isn't a priority for me since I've got a barbarian and a ranger in the party.

CLASS FEATURES

Weapon and Armor Proficiency: A Voice of Vulkoor is proficient with the Drow Scorpion Chain, the Xen’Drik Boomerang, the Drow Long knife and the Yuan-ti serpent bow, and does not gain any additional proficiency with armor.


Cultural Blending (Su): Alter Self (humanoid races only) at will and gains the ability to read, write, speak and understand the language of the humanoid race impersonated. This ability cannot be used to duplicate the appearance of a specific individual. Changing form is a Full round action.

Bonus Domains (Su): At levels 1, 4, and 10 a Voice of Vulkoor gains a bonus domain. This grants the Voice of Vulkoor the domain abilities and access to the spells associated with the domains.

Extra Domain Slots (Su): At 3rd, 6th and 9th level you gain an extra domain spell slot, which can be filled by any domain spell of that level or lower. At 3rd level, you gain an extra 3rd level domain slot. At 6th level, you gain an extra 5th level domain slot. At 9th level, you gain an extra 7th level domain slot.

Scorpion Tail (Su): You can harmlessly absorb a Drow Scorpion Chain (and only a Drow Scorpion Chain not a spiked chain) you are touching (even a poisoned one) into your arm, so long as it is not in another creature’s possession.
The absorbed chain cannot be felt under the skin and doesn’t restrict your range of motion in any way. An absorbed weapon cannot be detected with even a careful search, although a detect magic spell reveals the presence of a magical aura. The only evidence of its presence is a white scorpion on your forearm shaped like a scorpion.
On mental command (an action equivalent to drawing a weapon), the weapon appears in your hands. This action cannot be used to gain a bonus to surprise or Bluff.

A Voice of Vulkoor can activate the Vulkoor prefixed supernatural abilities as swift actions a total number of times per day equal to the number of levels in Voice of Vulkoor the character has. Each individual activation counts as a use, the total number uses per day can’t exceed the current level of Voice of Vulkoor.

Vulkoor’s Vengeance (Su):

During a combat, a Voice of Vulkoor may, as a quick action, invoke the power of Vulkoor to increase his strength at arms. For a number of rounds equal to the Voice’s level plus his Charisma modifier (if any) the Voice receives a profane bonus to damage equal to his Wisdom modifier.

Vulkoor’s Rage (Su): During a combat, a Voice of Vulkoor may, as a quick action, invoke the power of Vulkoor to increase his skill at arms. For a number of rounds equal to the Voice’s level plus his Charisma modifier (if any) the Voice receives a profane bonus to hit equal to one half his Wisdom modifier rounded down.

Vulkoor’s Protection (Su): During a combat, a Voice of Vulkoor may, as a quick action, invoke the power of Vulkoor to increase his defence. For a number of rounds equal to the Voice’s level plus his Charisma modifier (if any) the Voice receives a profane bonus to hit equal to his Wisdom modifier rounded down.

Scorpion Skill (Su): A Voice of Vulkoor may, as a quick action, invoke the power of Vulkoor to increase his skill. For a number of rounds equal to the Voice’s level plus his Charisma modifier (if any) the Voice receives a profane bonus to his next skill check equal to half his Voice of Vulkoor level. This ability can be used a number of time per day equal to his Charisma modifier (minimum 1)

Scorpion Blood (Ex):
+10 profane bonus to saves vs. poison, immune to scorpion venom

Bonus Feats: At 2nd, 5th, 7th and 10th level a Voice of Vulkoor gains one of the following feats:
Weapon Specialization (Drow Scorpion Chain), Combat Expertise, Improved Disarm, Improved Trip, Cleave, Power Attack, Weapon Finesse (Drow Scorpion Chain), Improved Critical (Drow Scorpion Chain), Defensive Strike (CWar), Improved Toughness (CWar), Power Critical (Drow Scorpion Chain) (CWar),
A Voice of Vulkoor need not have any of the prerequisites normally required for these feats to select them.

Scorpion Mind (Ex): Vulkoor grants divine protection to a Voice of Vulkoor in the form of immunity to all mind-controlling spells and abilities. Spells and abilities such as Charm, Dominate Person, Command, and Soul Jar fail.

ok, in theory, I like this class a lot. Eberron drow have been largy overlooked, I feel, and scorpion warrior/priest idea is fun. You're right, however, in that you went a bit overboard on special abilities. First, full caster might be too much. I'd recomend removing the +1 spellcasting at 1st level. Also, the bonus domains and bonus domain slots is a little strong. I don't have my Eberron book on hand, and I don't rememeber what Vulkoor's domains were, but I didn't think Luck or Planning were amung them, though I could be wrong. And because Vulkoor does not (that I know of) sponsor paladins, almost anyone who meats the spellcasting and turn/rebuke undead prerequsets (spelling...?) is already going to have accses to two of his domains. Giving them 3 more is a lot, especially considering you also give them bonus domain slots. theer are a few ways you could go about fixing this. I'd recomend either giving them a single bonus domain (probably of thier choice, though you could use a specific one if you're goign for a particular feel), and later, maybe 9th or 10th level, a bonus domain slot of each level, or you could forgo the bonus slots all together, and just let them, at the levels you've given them the domains, instead add the spells from the domains to the spell list of the divine caster class that let them qualify for the prestige class.

in terms of the Vulkoor's X special abilities, they seem ok, but for the offensive ones (Vengeance, Rage) you might consider reducing the duration to only the round in which they are activated. being that they only take a swift (I'm guessing swift is what you ment by "quick") action to use, they can still make a full attack.

Also, with the bonus feats, letting the Voice of Vulkoor ignore the requierments to take the bonus feats is kinda dangerous. best to say they must meet prerequisets for the feats as normal.

Scorpion mind seems a bit random, and while cool, it doens't seem to fit with the idea of the class or with Vulkoor himself (though I can't speak too loudly about that, as I don't know a huge amount about him...), and persoanlly, I'd recomend removing it. maybe add somehtign else in it's place, though I admit to haveing no idea what that might be.
