Firstly, can clairvoyant sense grant vision inside a person particularly their heart or brain area?
Secondly, can burrowing power allow you to send a Hail of Crystals ball into that point?
Thirdly, is the damage dealt more effective?

Not by RAW. It would be to dark to see.

Secondly, can burrowing power allow you to send a Hail of Crystals ball into that point?

If you manage acually to see it.

Thirdly, is the damage dealt more effective?

No. It's not covered by RAW.

If you manage it your DM might houserule it, but between the DM and the players in that game.

Thank you for the response,

This part takes care of the darkness bit:
If it is naturally pitch black, you can see in a 10-foot radius around the center of the power’s effect or out to the extent of your natural darkvision.

As for the damage, well yah, definitely a houserule then. Oh well, its a cool idea...

Darkvision and the normal area of sight shouldn't work, unless you find an open cavity.

1. No. Creatures don't have hearts or brains in D&D. They are merely units of type 'creature' and have no discernable parts.
2. No. Creatures are not barriers.
3. Hell no, stop trying to call shots in a game without called shots.
