Would a psionic version of Animate Dead that created persistant 1-2 HD medium sized astral constructs (with no menu abilities) be too powerful?

Would it be a Shaper3 power? Or should it be Shaper4 since the constructs wouldn't have the down side of zombies/skeletons (turning, "undead" stereo type)?

I see no reason why not. The ectoplasm could hold the bones and flesh together animating them taking over the role of muscles.

I think it should be the reverse of the turning rules cos you could argue that the ectoplasm was using positive energy to hold them together so Turn=Rebuke thus keeping it at a 3rd level power/spell.

Don't forget about the psianimate dead power...

Don't worry, I won't. As hard as I try, psianimate dead just keeps popping up again.

I prefer to keep permanent astral constructs within the realm of Craft Psionic Construct. It gives characters with the feat another uniquely psionic construct to craft, besides the Psion Killer.

Undead have such a negative connotation I wanted to stay away from them for RP reasons and I don't like the idea of psi-necromancy.

I wanted to create something permanent with the same power level of an Animate Dead spell. So I was thinking that ectoplasm could be molded into the form needed and made permanent.

Craft Construct would work, but requires three feats, while Animate Dead requires none.

Have you seen the Astral Tasker (http://www.wizards.com/default.asp?x=dnd/pse/20020727b)?

The astral tasker can't attack, so it's a no go for what the OP wants.
