So can a say, elan or any race with bonus power points take psionic feats that require focus (or any psionic feat) because he has a power point reserve? Or do the bonus points do not actually equal a reserve, just dormant until you gain one (then they stack)

Anyone with power points can get a Psionic focus. So yes, Elans can.

Yes.

Psionic feats can be taken only by psionic characters and creatures.

An elan or other psionic race is a psionic character.

This is shown in their entry in the monsters chapter by having the [Psionic] subtype.

WILD TALENT [GENERAL]
Your mind wakes to a previously unrealized talent for psionics.
Benefit: Your latent power of psionics flares to life, conferring upon you the designation of a psionic character. As a psionic character, you gain a reserve of 2 power points and can take psionic feats, metapsionic feats, and psionic item creation feats. You do not, however, gain the ability to manifest powers simply by virtue of having this feat.

You have power points or you don't. There are no special "reserve points"; the term just means points you haven't spent yet. If you have at least one point (whether is it racial, base from a manifesting class, bonus due to stat or feat, etc. is completely irrelevant) in your personal power pool you can try to get focused. If not, then not. You don't need to designate any points as "special", they are all equivalent; just hold onto one if you might need to get focused. Having points in a cognizance crystal or other external device does allow you to get focused, neither does it entitle you to take psionic feats.

I thought you had to have Wild Talent in order to USE the points that you have.

Wild Talent is only useful if you're of a non-psionic race and don't want to take a psionic class (say, you're a warlock who wants to take psionic shot) or if you want to become a Fist of Zuoken.

This is not true. An elan can use his power points for his racial abilities, for example. Other psionic races can use power points to empower a deep crystal weapon, for instance.
