From Complete Psionics:

Dimension Twister
Level: Psion/Wilder 3

Range: Close (25 ft.+ 5ft./2 levels)
Target: One Medium or smaller creature, or one object weighing up to 300 lb
Duration: Instantaneous
Power Points: 5

The subject of the power is violently displaced in space. In effect, the subject appears to be sucked down a vortex of shimmering silver energy, only to be spat out in the new location, in the diection you specify.

Augment: You can augment this power in one or more of the following ways.
1. For every 2 additional power points you spend, you can affect a creature of one size category larger, or double the weight of an object to be affected.

Putting it all together:

Weight in D&D counts as a "real world value" in terms of multiplication. That is, 2 x 2 = 4, not 3 like it does for damage multipliers.

At level 20, A Psion manifesting an Overchanneled(to ML 23) Dimension Twister augmented to full could teleport an object weighing 153,600 lb up to 80 ft.
A Wilder using Wild Surge can Wild Surge this up to ML 25 to teleport an object weighing 307,200 lb up to 85 ft.

And if I read the power correctly, "in any direction" includes "up and over their head(s)".

The largest limitations are the close range and transporting a sizable object(mostly mitigated through the use of Shrink Item).

How the damage from a 153,600 lb object falling on someone's head is calculated is up to DM, but regardless it should be A LOT.

I'm just asking for confirmation that this does indeed work the way I think it does. And if so, how can I make this practical for a theoretical character?

I don't think posting the content of powers/spells from non-SRD material is allowed...

How are you determining the weight? I routinely use this power to drop things on monsters, but I use:

5pp = 300lb
7pp = 600lb
9pp = 1,200lb
11pp = 2,400lb
13pp = 4,800lb
15pp = 9,600lb
17pp = 19,200lb
19pp = 38,400lb

According to the falling damage table (http://www.d20srd.org/srd/environment.htm#tableDamagefromFallingOb jects), they take 1d6 per 200 pounds + and additial 1d6 for every 10' (max 20d6).

So at 15th level they would take 48d6+6d6=54d6 damage from a 9,600 pound object falling on them from a height of 60'.

I'm purposefully abridging the power to display only the information vital to my query-power point cost, target, range, direction and augment. Everything else isn't important.

I determined weight exactly like you did, only a couple steps further(ala overchannel/wild surge) and using a 20th level character.

21 pp = 76,800
23 pp = 153,600
25 pp = 307,200

As I said, I'm just checking to make sure this works the way I think it does.
I googled the boards and this power and came up with nothing, which concerned me since I was worried that I had missed something that made this power not at splat-tacular as I thought..
And thank you for the confirmation on falling damage! I thought that was in the rules somewhere.

So 19 pp gives 192 d6?
21 gives 384 d6?
23 gives 768 d6?
25 gives 1,536 d6?

Hmm. I suppose my next question is how you worked with the range and weight issues.

Well, it has the potential to do massive damage. However, it has the same problem as Shrink Item + Fly. The rules on dodging a falling object are not well defined, and the DM could easily call it a low DC Reflex save to negate, which makes this a lot less useful.

I guess the advantage this has over Shrink Item by itself is that you can use it on heavy objects in the vicinity when you run out of "ammunition".
