I'd say no because of this "While she remains within 1 foot of a surface, she can make melee and ranged attacks normally, but if she moves any higher, she incurs the penalties on melee and ranged attack rolls as if she were the subject of the psionic levitate power."

I'd say yes because standing on a surface 1' or higher gives you a +1 attack bonus.

Of course, being Large or larger, or Small or smaller *should* give you extra bonuses and penalties for being higher or lower, so it's kind of up in the air, I suppose.
