Yes and no.

If you're manifesting Dissipating Touch, you can touch a person and deal Dissipating Touch's damage.

However, as per normal holding the charge rules, you can also manifest it and make a *normal* natural (or unarmed, though you count as armed) attack against a person's *normal* AC, and if *that* hits you deal the power damage and the unarmed strike damage.

For the record, Hammer is probably more efficient than Dissipating Touch if you're already a monk.

Holding The Charge, pages 141-142 of The Player's Handbook

To hold the charge on a touch power you have to first manifest it, and then make your unarmed strike normally. In other words, you would have to spend a standard action manifesting dissipating touch, and then wait until your next turn to make your normal unarmed strike(s). You can full attack next turn, but only the first strike that hits will discharge the power.

So in the end all you did was make it more difficult for yourself to hit your enemy with the dissipating touch.

If you had used hammer instead, you could have manifested it and full attacked in the same round. Hammer only requires a swift action to manifest (check the errata), and it will apply to all the unarmed strikes you make for the entire duration of the power (1 round + 1 round per power point augment).
