I assume that this power has a "charge" that lasts for one hit...am I correct?

By the discription I would rule that the Disolving touch may be applied to all attacks for 1 round.

"You deal 4d6 points of acid damage to any creature or object you touch with your successful melee touch attack. Acid you secrete denatures 1 round after use, losing all efficacy and ability to deal damage."

Emphasis Mine: note it does not say "Your next successful melee touch attack" which would imply that the acid is only good for 1 shot.

Also not the manifestation time: One standard action. Just like Shocking Grasp, Inflict Light Wounds, Energy Flash, and any number of other touch spells and powers. It looks to me like you manifest the power, touch your opponent as part of manifesting the power, and if you miss... well... you just wasted your PP.

Unless you are a higher level Psywar with Dissolving Touch and Schism (and maybe Psionic Lion's Pounce)

Prep. Round - PsyWar Manifests Schism
1st Round - Schism manifests Dissolving Touch
PsyWar Manifests Psionic Lion's Pounce (if needed),
PsyWar moves into melee (if needed),
PsyWar takes a full attack action.
2nd Round - (See Round 1)

What if you hold the charge?

I just change the duration to match that of Prevenom: "1 min./level or until discharged". This goes for Dissolving Weapon, too. Getting multiple damage boosts in one round is not what this power is for. In my game, people can manifest/cast while holding a charge.
