Manifesting this power allows you to form lengthy strands of ectoplasm that you control almost as if they were extensions of your own body. The "arms" start at 5 feet long and can extend five feet per round to the maximum of 25 feet long and attack things at their range dealing 1D3+strength in subdual damage. The main feature is that the ends of these ectoplasmic arms can grasp and manipulate things as if they were your own hands, wielding weapons, grabbing objects/people or otherwise functioning as normal. When using the hands in any way they use your base strength in all ways for amount you can lift/push/pull/carry at any given time, though due to the fluid nature any attempts to manipulate fine objects or tending to things (including but not limited to: picking locks, disabling devices, tending wounds) are impossible, with other options requiring dexterity (firing a bow, thrown weapons) suffer a -2 penalty for each 5ft of length the arms are extended. Targeted attempts at the ectoplasmic arms can sever them if they deal the manifester's manifesting level in damage to an arm in a single strike. The arms have hardness of 5 for purposes of sundering. An arm severed in such a way is dissipated, ending the effect of the power.

Augment: Each additional power point spent increases the hardness of the ectopic arms by 1.
Augment: Each additional 2 point points spent on this augment allow the arms to grow an additional 5 feet longer.

Seems like you and I are on the same wavelength. I wrote this power nearly two years ago:

Phantom Limb
Metacreativity (Creation)
Level: Psion/Wilder 1
Display: Auditory, Material, and Visual
Manifesting Time: 1 standard action
Range: Personal
Effect: One created phantom limb
Target: You
Duration: 10 min./level
Power Points: 1

Manifesting this power creates a phantom limb - an ectoplasmic arm and hand, or leg and foot - in place of a missing limb. You can control the phantom limb exactly as you could your own natural limb. You can use it to do anything you could do with your normal arm or leg, using your own ability scores, skill modifiers, base attack bonus, reach, etc.. Each time you manifest this power you gain an additional phantom limb, however you can not increase your total number of arms or legs (both normal and phantom limbs) past the normal amount of arms or legs for your species.

The phantom limb can be sundered as if it were a worn item. It has 3 hitpoints and an AC of 10 + its size modifier + your Dexterity modifier. The phantom limb is one size category smaller than you. For example, if a human with a dexterity of 17 manifested phantom limb, the AC of his phantom limb would be 14 (10 + 1 + 3).

Augment: You can augment this power in one or both of the following ways.

1. For every 2 additional power points you spend, you gain one additional phantom limb beyond the normal limit. This does not grant you an extra ring, bracer, glove, or boot slot. Neither can it give you an additional natural weapon. For each extra arm you gain one extra off-hand attack at a -10 penalty (-4 if you have the Multiweapon Fighting feat; see page 304 of the Monster Manual). For each extra leg you gain a +2 bonus to balance checks, and a +2 bonus to checks made to resist Bull Rush, Overrun, and Trip attempts.

2. If you spend 4 additional power points, the duration of this power changes to 1 hour per level.

Or however you spell his name.

Not sure what a fair level/class restriction would be good for my power though, given it's massive reach. <.< Not to mention possible utility. Able to grab hold of something 25-30 or so feet away and just pull yourself up, assuming you can support your weight.
