InkBlot 09-16-07, 12:58 PM	Yes. That's precisely how it works. You manifest it when you make s successful save, meaning you have to roll it first. From your character's point of view, this is what happens on a failed reflex save; Something just blew up in his face. It happened faster than he could react. It's too late to try to escape it using his mind powers. On a successful save; Something nearly blew up in his face, but he saw it coming. He turned and crouched so that he'd present a smaller surface to the blast, he dodged into the least intense area of the blast, and he psionically willed himself to move faster.
CrimsonDeath 09-16-07, 03:14 PM	Is evade burst a Psychoportation power? If so, he may even have psionically warped space to create a pocket he could duck into that wasn't affected by whatever he was making a Reflex save against.

InkBlot 09-17-07, 12:49 PM	The flavor text on the power says that you throw off a "faux ectoplasmic shell" and "slide out of range." Default, it's Naruto's substitution jutsu (http://www.youtube.com/watch?v=7-q7kE-aFfI&mode=related&search=). You create this goey sacrificial goat that gets burnt up by the fireball instead of you. The power even has a material display. But it's psychometabolism. And most people seem to ignore the "slide out of range" part.
