Lets' imagine a psion who manifests animal affinity (int) or drinks fox's cunning potion or gets his int bonus raised in any other ( temporary ) way...does he gain extra PP for a high(er) ability score?

From what I understand the effect would have to last 24 hours and the character would have to rest in order to get bonus power points. This would have the same affect as a wizard or cleric casting "owl's wisdom" or "fox's cunning".

Using a potion might temporarily increase the manifesters DCs but they should not gain the bonus power points.

Now if the character had a head band of intellect and rested over night they would get the benefits of the item of skills, DCs, and power points.

No, he gains additional points that are temporarily there. They are no more temporary than Barbarin's rage's hps are. They are lost last not first. Same for temporay Charisma boosters for turn undead. Cut Serv says it work with turn undead so I assume the other ways work.

But if you are running out of pp: they are a smart way to get some back quickly (for a limited time).

Which book is this rule covered? I would like to verify because if what you say is true then I plan on buying some extra potions of "owl's wisdom" for my Psy Warrior.

No, he doesn't.

He recovers his power points once per day, by meditating as a full-round action after sleeping. His Int at that point determines his bonus PP. If it later drops, he loses power points, but to recover them, he has to rest.

Ahem.
If you choose to increase the ability you use to manifest powers, you do not gain the benefit of an increased ability score long enough to gain any bonus power points for a high ability score, but the save DCs of your powers increase for the duration of this power.
Wizards (and other spellcasters who rely on Intelligence) affected by this spell do not gain any additional bonus spells for the increased Intelligence, but the save DCs for spells they cast while under this spell’s effect do increase.

Sorry, no bonus power points (temporary or otherwise) from stat boosting powers/spells.

I see. It seems wonky but I guess you don't. How come Turn undead gets the boost and not spells? Unless Cut Serv wasn't following rules...

Because of the wording of turn undead. It says clerics can turn undead a number of times per day equal to 3 + their charisma modifier. If my Charisma is 22, i can turn undead 9 times a day, even if my charisma was only 18 a moment ago, as it only cares what your chaisma is right at the moment and how many times you've already turned undead.

You do not lose power points if your intelligence drops. They remain regardless of your intelligence score. However, if your intelligence is at a lower value when you regain power points, then your bonus power points per day are reduced.

Not quite. If you lose Int (wis, cha, whatever) your power points do in fact immediately drop.

Allow me to explain. You have a certain pool of PP dependant on your class and primary ability score. When you rest and regain power points that pool fills up to the current maximum.

Now, if your ability were to increase the size of the pool increases also. The reason you don't see this is that you still have the same amount of PP despite a bigger maximum. Like pouring water from a smaller glass to a larger one. Same amount of water, larger container.

Likewise, if your ability decreases the size of the pool shrinks. If you have too many PP for the new maximum the excess are lost. Larger glass to smaller glass. The excess spills over.

After you have gained pp for the day changing your manifesting stat does not change the amount of pp that you have currently available, neither up nor down. The same is true for casters and their spell slots.

That would mean you could increase the stat before regaining, recharge your PP and then remove/allow to lapse the effect.

Something about the spells/powers not lasting long enough being the reason they don't increase your PP pool. Now where did I see that?

Oh yeah.
