Persistant Power :HC:, Require +12 Power Point to manifest, and lasts as long as you have psionic focus.

You can answer your questions by looking at the rules. Fusion targets a willing creature, for instance.

The closest effect to what you're likely going for is Assimilate.

Assimilate fuses the target with the manifester mind and body; no traces of the target except the mind (if I remember right. I'm AFB).

What exactly are you trying to achieve? Adding parts? Fusing creatures?

Hyperconscious. It requires Extend Power, adds +12 to the power point cost, and DOES NOT require you to expend your focus (as you're never using it in combat). However, if you LOSE your focus, for any means, the persistent power(s) fades.

There's another feat in that book, Permanent Focus (which requires Narrow Mind) that can be used to set Persistent Power to think you're always focused. Four feats and a -12 CL hit sounds about right for always-on powers; that's the only version of Persistent I'd ever allow.

Hmm... If you also had Overchannel on an Ardent with a Dominant Ideal, wouldn't that knock the cost down to +10 PP and bump your ML by 3? By level 20, you'd be able to Persist powers of up to level 7... Sure, it costs most of your feats, but it looks like it would let you have most of your buffs up constantly. The Wilder would also be able to Persist powers up to level 7 if Wild Surge can work with metapsionics and not just augmentation (which would probably work better with the Educated variant).

Is touch considered fixed range? Or is fixed range only a set distance such as 5 feet? Touch can vary with caster reach, but is the same number for any given caster. The Hyperconscious Persistent Power feat can only be applied to a power with a range of personal or a fixed range. Fusion, although it doesn't state it, has two ranges; it is both personal and touch because it targets two individuals.

From a balance standpoint, it is reasonable for a character of ML 27+, who has allocated multiple feats to be able to do this. Make that two characters --presumably, the partner you fuse with is of comparable levels and capability, or you wouldn't bother. 27 power points, 50 XP, need to maintain focus, and you actually wind up getting fewer actions than the two of you would have individually. I wouldn't have a problem with it.
