No, humans do not get bonus power points (as a race) at first level.

Humans don't get any bonus power points due to their race, but if they take levels in a manifesting class, they will get bonus power points for their key ability score, just like anyone else.

From the FAQ at the top of the forum (http://forums.gleemax.com/showthread.php?t=638776):

These questions will all use the example from the New DM/Player's Guide, an elan Psion (Egoist) 5 / Psychic Warrior 2 with Intelligence 15, Wisom 13, and two Psionic Talent feats named Torrigan.

...

Q: So, calculating total power points...
A: Here it is, step-by-step, for our friend Torrigan. Similar steps can be done for you.
Classes:
Psion 5 provides 25 power points. He gets 5 bonus power points for a high Intelligence (Int mod * Psion ML * 1/2).
Psychic Warrior 2 provides 1 base power point, +1 power point due to his Wisdom score (again, Wis mod * Psywar ML * 1/2).
Race: Elan are naturally psionic, gaining 2 bonus power points.
Feats: Psionic Talent adds 2 the first time, and 3 the second time, for a total of 5 more.
TOTAL: 39 power points.

For your own character, you do this the same way.

In your character's case, the only thing that differs is the "race" line.
