Can a psion manifest a standard action power (eg: overland flight or dimension door) while falling? If so, would it require a concentration check at DC 20 ("Extraordinarily violent motion" - p.70 of PHB, this entry is missing in the EPH version of concentration on p.37)

Depends how far he's falling; you can fall damn far before that standard action's finished.

From what I know ... there is no concentration check needed for casting/manifesting while falling ...

it's the sudden deceleration at the end of the fall that typically causes the Epic DC concentration check ... :tiphat:

One of the developers (Skip Williams? Kieth Baker?) has mentioned that in order to have enough time to take your turn while falling, you'd have to be falling at least 700 feet.

At most, it would be vigorous motion (DC 10 + power level). But I wouldn't even call it that. It would be a huge nerf to featherfall and catfall, two abilities which realy realy do not need nerfs. If there were high winds or a storm then I'd use the DC of the winds/storm.

Freefalling essentially puts you into zero gravity (more gentle than standing still) with a bunch of air moving past you (not so gentle). Treat it the same as manifesting within a 120mph wind.


Violent Weather
If you are in a high wind carrying blinding rain or sleet, the DC is 5 + the level of the power you’re manifesting. If you are in wind-driven hail, dust, or debris, the DC is 10 + the level of the power you’re manifesting. In either case, you lose the power if you fail the Concentration check. If the weather is caused by a power, use the rules in the Power subsection above.


I think the implication is that plain old wind isn't bad enough to require a concentration check.

The simplified D&D falling rule is 500 ft. in the first round and 1,000 ft. for every subsequent round, if I recall correctly. In any case, you're only likely to get high enough if you're engaged in aerial battle, or doing a long-range flying bombardment of something on the ground.

Personally, I'd treat it as violent motion, as it seems most comparable to the Concentration example of a small boat in rapids (considering that you can toss and turn quite violently in the air).

It is not the violent motion of falling or the wind whistling past your ears so much as the knowledge that you are going to die on impact that makes the situation stressfull. It certainly isn't the ideal situation for manifesting (no Concentration roll required) else everyone would take a header off a cliff before manifesting. Powers like Catfall, which you only use while falling in any case, as well as any other swift powers should be exempt.

This would be a good time to remember you can expend focus to take 15 on a concentration check; when you absolutely have to get your flight started before you go splat, why leave it to chance?

Yeah, I remember reading something about the 700' per round thing, presumably covering the approx six seconds a round takes. Although it's arguable that won't always going to apply - if you break a round down into segments by initiative order, and your action is close to the top, you might have your action after "one second", rather than towards the end of the round, at about the "sixth second".... All said however that is probably getting too technical, and I should just take a ring of featherfall and be done with it.

Hmm? I'm getting more like 576 feet in a round, assuming a starting speed of 0. (of course, that's for a 1 round action, like creating an astral construct. Standard, or even full round, actions might take less time.)

I know that in the 3.0 DMG, the ruling was 300 feet for 1 round and 150 feet for a standard or move action.

i did try and find 3.5 rule for this but alas, couldn't find anything

That's currently the fall speed for a flying creature that stalls by failing to maintain its minimum forward speed; it might apply to falling creatures in general, although it doesn't specifically say so.
