There are a few races that start out as naturally psionic such as Xeph and Elan, i take it that it allows them to select the psionic feats, but do they gain bonus power points for high ability scores as well?

Only psionic classes grant extra power points for a high ability score.

Actually they do:
Bonus PP= Int Mod. * Manifesting Class Levels (Note: Zero) * 1/2= 0.
So you get 0 bonus PP. Have a good day. /Sarcasm

Is getting nothing any different from not getting something?

It depends on what the 'something' is. I could want an ice cream cone but get the flu instead. I didn't get the ice cream cone (which is technically a 'something') but I still didn't get 'nothing.'
