Does this power only work on melee attacks or would it apply to other psionic powers such as energy ray?

Prescience, Offensive
Your awareness extends a fraction of a second into the future, allowing you to better aim blows against your opponent. You gain a +2 insight bonus on your damage rolls.
Damage rolls, that means any and all damage rolls, whether they're from melee attacks or disintegrate. So yes, it works on everything, as long as it deals damage.

The word "blows" threw me off. When I think of blows, I think of hitting someone in melee.

Given the focus on aiming, I would imagine that it would work for things like Energy Ray, but not something like Energy Ball.

It comes in handy when you're using Telekinetic Thrust.

It seems to me that the first sentence where it says 'aim blows' is the flavor text of the power, while the second is the actual effect of the power.

With that in mind, that means you get the bonus on all damage rolls. Well, it could be interpreted that way, anyway...

It's revision-time. :D

Also, do you get bonuses if you use MSN Messenger, rather than AIM?

The word "aim" does indicate that it will apply to any attack that is aimed. Actual application is up to the DM: Technically an Energy Ball is aimed (at a space) even if you don't roll to hit. Not that +2 points is going to be a big deal on a single area attack. This power works best if you can deliver multiple attacks in one round.

Because "aim" also implies that placement of the blow is what increases damage, a DM might reasonably rule that creatures immune to precision-based damage are immune to this (insight can't really tell you where to hit an ooze for better effect). On the plus side, since this power increases the primary damage of your attack rather than adding bonus dice or creating a separate source of damage, if you crit these points are put through the multiplier as well.

Actually, +2 can be a big deal on an AoE. Imagine a fireball. Now, imagine that fireball being aimed at a densely-packed mob. Say, in a riot in a city square (or circle, or oblong, or whatever). Everybody there gets an additional +2 damage. What if there were 40 creatures that got hit? 60? That's a lot of extra damage for one very low-level spell to add, altogether (though it may not make much of a difference on any individual creature, it's true).

That would be much, if mobs worked that way, but they don't. Mobs have a single pool of hit points and take the extra 2 points of damage only once.

Isn't that swarms? 60 commoners won't have a shared HP pool imo.

Mob rules, DMG2. Essentially it's a template that can be applied to a crowd, giving them swarmlike properties and better allowing legions of people to be used in D&D.

I'm actually working on a secret project that is based loosely on this concept, by the way.
