This is a serious balance issue for lower level powers, such as Biofeedback, which could give you silly DR if it stacked with itself. Also, it stops things like Ray of Enfeeblement stacking, which is also important to game balance.

"Same Effect More than Once in Different Strengths: In cases when two or more similar or identical effects are operating in the same area or on the same target, but at different strengths, only the best one applies."

I know somewhere there's the rule that if the same power is manifested another time at the same ML, it just "refreshes" the power, it doesn't stack with it - but having trouble finding the line.
