what exactly is the power point progression of a phrenic creature?
all it says in the description is that its naturally psionic, giving it one power point... how are the rest calculated?
does it go up based on a high charisma???

Nope. You don't get any extra power points unless you take feats or class levels. Sorry.

so... wait... the powers are already augumented without having to spend any extra power points???

They're psi-like abilities, not powers. Psi-like abilities are auto-augmented to the creature's manifester level (for that psi-like ability).

oooohhhh!!! so he only has to spend one power point...
but what about the higher level abilities like ultrablast?
only one power poin for thopse too?

No power points. He doesn't have to spend any power points for his psi-like abilities. Zero power points to manifest them. Zero power points to augment them. They're only limited by their uses per day.

You don't have to spend spell slots to use a spell like ability, right? Same thing. You dont' have to spend any power points to use a psi-like ability.
