In choosing poewrs for any psionic class is there and exchange clause? Say for example a psion does not wish to learn as 5th lv power, can he then learn two 4th lv powers in place of the 5th or three 3rd lv powers or four 2nd lv powers or five 1st lv power. What if he has two 5th lv powers yet chosen can it be exchanged for a 6th lv power. I forgot if this was discused in 3.0 and amended in 3.5, but I thought there was some kind power lv exchange like this. PSVP

Those powers do NOT have to be your maximum level. There was a feat in 3.0 that behaved the way you describe, but there, you were fixed in what level your powers were, normally -- if the table said you gained a 4th level power, you got a 4th level power, regardless of whether or not you wanted it or would have preferred a 3rd level one. There was a feat that let you break it down close to the way you describe. Note that 3.0 psionics was an atrocity that was so bad it had feats scattered throughout it designed to "patch" its flaws, and that feat was one of them.
