Okies chaps,

I've a small dilemma I can't find a rule for and since it relates to a sanctioned RPGA format game I'd like to get some advice.

Psicrowns state they require the trigger activation method to use them and also say they can be used by anybody with a PP reserver who can manifest the power.

The trigger activation method confirms that if the abilities of the crown are on the power list of the character, they can identify them immediately and use them accordingly.

It does not however say what you have to do if they aren't on the list. Since the crown is activated via the trigger method it is not addressed as say a dorje or power stone, therefore, can a character use one if the powers within are not on their list?

If so, how? and please quote pages etc.

Trigger activation lets you use spells or powers that are on your list. Trigger activation *requires* that. So, if you have a psicrown with some powers NOT on your list, you can't use those powers since trigger activation doesn't apply to them.

You can still sidestep it with Use Magic Device.

Note that I can't access d20SRD.org at work or else I'd provide SRD quotes. I'm sure others will.

Here are quotes for ya:

Power Trigger: This is the activation method for dorjes and psicrowns. It requires the special knowledge of power manifestation that a character of the appropriate class would know, and the formation of the appropriate command thought. If a power is on a character’s power list, the character knows how to use a power trigger item that stores that power. The user must still determine what power is stored in the item before she can activate it. Activating a power trigger item is a standard action that does not provoke attacks of opportunity.
Powers stored in power trigger items are not augmented. Such powers are assumed to be stored in the item at the minimum manifester level necessary to manifest the power. However, certain items may specify a higher manifester level than necessary. If such an item holds a power that deals hit point damage, the power is assumed to be augmented to the maximum allowed by the power and the manifester level.

Emulate a Class Feature: Sometimes you need to use a class feature to activate a psionic item. Your effective level in the emulated class equals your check result minus 20. This skill does not let you use the class feature of another class. It just lets you activate items as if you had the class feature.
If the class whose feature you are emulating has an alignment requirement, you must meet it, either honestly or by emulating an appropriate alignment as a separate check (see above).

Er, shouldn't that be "Use Psionic Device"?

Now that's interesting, because I looked at that but my question was you are emulating a class per se, not just a class feature, or am i been too picky?

Er, shouldn't that be "Use Psionic Device"?

I consider the two completely equivalent.

There's no reason you should be able to figure out "Klatu, verata, nicto" and "The power of Pelor compels ye!" but not "*high-pitched Scanners tone*" with one skill, and "*high-pitched Scanners tone*" but not "Klatu, verata, nicto" or "The power of Pelor compels ye!" with another.

You're MacGuyvering your way into using a magic item in a way you shouldn't normally be able to. Just because one's got crosses or runes on it doesn't mean you shouldn't also be able to do it with crystals, and vice versa.
