Okay, here is Psionic Plane Shift

Plane Shift, Psionic
Psychoportation
Level: Psion/wilder 5
Display: Visual
Manifesting Time: 1 standard action
Range: Touch
Target: Willing creature touched, or up to eight willing creatures joining hands
Duration: Instantaneous
Power Points: 9

As the plane shift spell, except as noted here.

And here is Plane Shift

Plane Shift
Conjuration (Teleportation)
Level: Clr 5, Sor/Wiz 7
Components: V, S, F
Casting Time: 1 standard action
Range: Touch
Target: Creature touched, or up to eight willing creatures joining hands
Duration: Instantaneous
Saving Throw: Will negates
Spell Resistance: Yes

You move yourself or some other creature to another plane of existence or alternate dimension. If several willing persons link hands in a circle, as many as eight can be affected by the plane shift at the same time. Precise accuracy as to a particular arrival location on the intended plane is nigh impossible. From the Material Plane, you can reach any other plane, though you appear 5 to 500 miles (5d%) from your intended destination.

Note: Plane shift transports creatures instantaneously and then ends. The creatures need to find other means if they are to travel back.

Focus
A small, forked metal rod. The size and metal type dictates to which plane of existence or alternate dimension the spell sends the affected creatures.

The question is "does Psionic Plane Shift need a small, forked metal rod as a focus?"

The spell description says that it is the same as Plane Shift except as listed above. There is no list of a focus (only a display) as psionics do not use material components or foci for use. Does it need the focus?

No, you do not need the material focus. Psionic powers never need a material focus.

For all intents and purposes, the Component and Display lines are the same. Where as the Spell version requires you to have the tuning fork as well as say some words and wiggle your fingers, the psionic version at its most basic just flashes some light. I'd probably describe it as a visual flash of the psychic energy of the target plane.

My DM still required the tuning rod for certain planes, but that was a house rule. By default, they do not. One of the very few house rules my DM used on psionics. :)
